the provider plugin returns its OWN hardcoded thinking profile FIRST — the allowed thinking/effort levels are built from a base list that tops out at "high". Tension: the config/catalog per-model override is never consulted. Outcome: A newer model version was simply missing from the allowlist, so it fell through to the base profile and clamped to "high".
