[REDACTED] — local ONNX inference works on dev machines but fails in CI with "Unable to get model file path or buffer"

[REDACTED] worked perfectly on the dev machine but failed in GitHub Actions CI: every model load threw "embedding model could not be loaded: Unable to get model file path or buffer", causing all embedding-dependent integration tests to fail (in our case an ingest gate rejecting every node with 'embedding unavailable'). Nothing about the error mentions the real cause.
