s&box: Console variables and commands with [ConVar] attribute — Saved, Replicated, Cheat flags

In s&box, console variables (cvars) and console commands are defined with [ConVar] attribute on static properties or methods. Developers coming from Unity or Source 1 don't know the pattern, how to make cvars saved across sessions, or how to replicate them to clients.
