Redirect or canonicalization rules are applied inconsistently across systems and layers, so URLs bounce (HTTP/HTTPS, www/non-www, path decoding) or become semantically wrong (wrong canonical, hash-handling), breaking navigation and sometimes causing redirect-limit failures.
