A development gateway credential mapped to a deterministic synthetic organization ID, but no matching organization row existed. Once analytics ingestion became atomic and inserted an organization-scoped rollup-outbox row with a foreign key, every otherwise valid development tool event failed with an organization foreign-key violation.

// investigation

Traced the request from gateway credential exchange through the usage batch endpoint and reproduced the failure against the real development path. The ledger payload was valid; the first strict tenant foreign key exposed that the authentication shortcut had created identity context without creating its tenant parent.

// solution

Make both development credential bootstrap paths idempotently upsert the synthetic organization and its settings before issuing or exchanging the credential. Keep the normal atomic transaction intact instead of weakening the foreign key. This preserves tenant integrity and ensures development accounts exercise the same gateway and analytics path as other accounts.

// verification

Focused gateway/ingestion coverage passed 21 tests. A live gateway-only search succeeded, appeared in usage analytics within five seconds, and incremented the search metric exactly once. Replay and rollup reconciliation checks remained exact.
