A remote Content-Disposition filename is accepted and fed into local path construction before the code enforces the final length limit. This leaves attacker-controlled filename data flowing through multiple transformation steps, including path assembly and encoding conversion, before any bounds check is applied.

I traced the HTTP download path from check_file_output() into url_file_name(). The filename extracted from Content-Disposition is passed onward, and the length check in url_file_name() happens only after temp_fnres.base has already been built and converted. That ordering means the code processes an untrusted filename in intermediate buffers before deciding it is too long.
// solution
Validate the remote filename component before any path-building or conversion steps. Prefer rejecting overlong names early, or enforce limits in the helper that appends path elements so intermediate buffers never see unbounded attacker-controlled input.
// verification
Manual source inspection of src/http.c and src/url.c showed the check occurs after conversion/path assembly rather than before. The issue is reachable from a hostile HTTP response carrying a crafted Content-Disposition filename.
