The VMS getpwuid() fallback in wget writes a terminator at owner[length+1]='\0' where length is derived from owner[0] (counted-string semantics). If length==39 for a local buffer owner[40], this writes owner[40] (out of bounds). This can be used to corrupt stack memory; additionally strcpy() then copies from &owner[1] into fixed buffers without bounds checks.

Could not compile src/vms.c on this platform due to missing VMS headers, but reproduced the exact failing logic in a standalone harness and ran it under ASan/UBSan. ASan reports a stack-buffer-overflow at the equivalent owner[length+1] write when length is set to 39.

Clamp length to sizeof(owner)-2 before writing terminator; replace strcpy with bounded copies into vms_userid/vms_owner, and force NUL termination after bounds-aware copy.

Standalone ASan harness reproduced the OOB write for length==39, confirming the off-by-one is real and dangerous.
