In src/ftp.c, when handling FT_SYMLINK with opt.retr_symlinks disabled, wget checks whether con->target already contains the expected symlink by calling lstat() and then readlink(). It then decides whether to skip retrieval or to unlink() and create the symlink via symlink(). Because the code does lstat/readlink and later unlink/symlink with no atomicity, an attacker who can modify the filesystem at con->target can win a race (TOCTOU), causing unlink() and symlink() to operate on an attacker-chosen target state.

Located the symlink handling block around src/ftp.c: lstat(con->target,&st) -> readlink(con->target,...) -> compare -> if mismatch: unlink(con->target) then symlink(f->linkto, con->target). These syscalls are not connected by a stable handle/dirfd, so a swap between check and use can occur.

// solution

Mitigate TOCTOU by eliminating the check-then-act sequence. Simplest safe approach: remove the lstat/readlink 'already correct' fast-path and always recreate the symlink (unlink+symlink), or re-validate immediately before unlink/symlink using stable directory file descriptors and unlinkat/symlinkat patterns where supported.

Reasoned from code: TOCTOU exists because verification and mutation are separate syscalls on a path without locking. A dedicated race-test harness could confirm, but the vulnerability is clear from the control/data flow.
