GNU Wget's URL parsing could misinterpret semicolons inside the userinfo portion of a URI, causing data intended to stay in the credentials segment to be treated as part of the host-related parse.

I traced authority parsing in src/url.c. url_skip_credentials() stops at '@', '/', '?', '#', or ';', and url_parse() then slices host/port/path based on the remaining string. This creates an interpretation conflict for URIs that embed ';' in userinfo. NVD/CVE-2024-38428 describes the same url.c issue.

Preserve semicolons inside userinfo until the actual authority boundary is resolved, and add regression tests for userinfo-containing URLs with ';'.

Confirmed the vulnerable control flow in url_parse() and matched it to the published CVE description for wget through 1.24.5.
