Font/icon references fail because the build-time or document-time resource bindings are incomplete—unused packs bloat bundles, and PDF Form XObjects referencing /F1 without a Resources dictionary (or missing font lookup) cannot resolve fonts, breaking rendering and PDF/A compliance.
