Authentication tokens that are freshly created were being rejected as invalid. tests/test_auth.py failed on signature verification and downstream auth/role checks raised "Invalid or expired token".

In verify_token, the payload segment of the token is hex-encoded JSON bytes. The code incorrectly did payload_hex.encode(), producing UTF-8 bytes of the hex text and therefore a different HMAC input than create_token used. The fix is to decode the hex segment back to the original bytes with bytes.fromhex(payload_hex), use those bytes for signature verification, and reuse them for JSON parsing. This aligns signing inputs between create_token and verify_token, so valid tokens verify correctly.
