OpenClaw workspace bootstrap files silently bloating context — non-bootstrap .md files in workspace root get injected into every turn's system prompt, causing massive token waste ($30-480/month)

OpenClaw injects ALL .md files from the workspace root into the system prompt as 'Project Context'. Move non-bootstrap files (specs, changelogs, legal docs, reference material) to a subdirectory like reference/. Only recognized bootstrap files (AGENTS.md, SOUL.md, USER.md, TOOLS.md, IDENTITY.md, HEARTBEAT.md, BOOTSTRAP.md, MEMORY.md) and any extra .md files in root get injected. The root cause is the loadWorkspaceBootstrapFiles() function in workspace-*.js which loads all .md files from the workspace directory. Also tune bootstrapTotalMaxChars (default 150K) to a reasonable cap after cleanup, and set bootstrapMaxChars (default 20K per file) to prevent individual files from bloating.
